Chicago, IL

Energy Benchmarking Ordinance

City of Chicago — Energy Benchmarking

Applies to: Commercial, institutional, or residential buildings ≥ 50,000 sq ft.

Annual energy benchmarking report due June 1. HarmonyGrid assembles the Portfolio Manager submission from your utility history and exports the signed verifier packet.

Washington State

Clean Buildings Performance Standard (HB 1257 / HB 1390)

WA Commerce — Clean Buildings Performance Standard

Applies to: Tier 1: non-residential > 50,000 sq ft. Tier 2: non-residential 20,000–50,000 sq ft + all multifamily > 20,000 sq ft.

Phased compliance through 2028 for Tier 1; July 2027 for Tier 2. EUI targets per building type + climate zone. HarmonyGrid tracks your EUI trajectory and flags buildings at risk of penalty.

Oregon

Energy Performance Standard (HB 3409)

Oregon Department of Energy — BPS

Applies to: Tier 1: non-residential / hotel / motel ≥ 35,000 sq ft. Tier 2 (multifamily, hospital, school, etc.) ≥ 35,000 sq ft and mixed-use between 20k–35k.

First reporting for largest buildings in 2029; staged through 2031. ODOE finalized standards in December 2024. HarmonyGrid produces the ODOE template directly.

New York City

Local Law 97 (Climate Mobilization Act)

NYC DOB — Local Law 97

Applies to: Most buildings > 25,000 gross sq ft, or 2+ buildings on the same tax lot together > 50,000 sq ft.

Emissions caps per building type took effect 2024. First annual emissions report was due May 1, 2025. HarmonyGrid aligns your dispatch and retrofit planning to the 2030 cap curve.

California

Title 24, Part 6 (Building Energy Efficiency Standards)

California Energy Commission — Building Energy Standards

Applies to: Applies to new construction, additions, and alterations — including low- and high-rise multifamily.

Title 24 is a construction-and-retrofit code, not an annual operational BPS. HarmonyGrid tracks Title 24 impact on planned renovations so you can show the Title 24 compliance pathway alongside operating performance.

How the reporting workflow works

  1. Utility data sync. Green Button Connect or Bayou pulls 12+ months of bills per building automatically.
  2. EUI + emissions calc. We normalize by floor area, use type, and weather — per the ordinance's benchmarking spec.
  3. Pre-filled submission. Chicago Portfolio Manager XML, WA CBPS compliance report, Oregon ODOE template, NYC LL97 annual report.
  4. Audit log export. Every submission packet retains the underlying utility history and calculation pipeline for 7 years.
